Monitoring and Evaluation
The monitoring and evaluation specific technical expertise housed at PPHA will technically assist development of M&E frameworks for departments of health; enabling quality, outcome and impact evaluation. It will facilitate tracking performance in terms of both health system measures – availability, access, quality, efficiency − and population health measures − health status, responsiveness, user satisfaction, financial risk protection. This will help move the focus away from process monitoring finding out whether the intended results are being achieved as planned in the provincial health strategy, and whether public health interventions are making positive contributions towards improving people’s health.
This will be done through the Division of Monitoring and Evaluation. The objectives of the division are:
- To establish and institutionalize high quality Monitoring and Evaluation expertise
- To establish an institutionalized mechanism for robust M&E of Health Systems;
- To technically support evaluations for assessing the effectiveness of the health programme and interventions; guide introduction of new programmes; extension of existing programmes; and effective evidence based decision-making
